# Paperclip review

> Paperclip is an open-source Node.js server and React UI that orchestrates teams of AI agents with org charts, budgets, governance, and goals.

Devtoolwatch Board, the week of Oct 25–31, 2026. Canonical page: https://index.devtoolwatch.com/tools/paperclipai-paperclip/

## TL;DR

Paperclip is an open-source control plane for running teams of AI agents such as Claude Code, Codex, and OpenClaw from one dashboard. Paperclip is for people coordinating many agents toward shared goals. It adds org charts, task checkout locks, approval gates, and budget hard-stops on top of agents you bring yourself.

## What Paperclip does

- Paperclip assigns tasks to agents or people, with threads that keep conversations, plans, blockers, files, and run history attached to the work.
- Paperclip tracks token and cost spend by company, agent, project, goal, issue, provider, and model, with warning thresholds and hard stops.
- Paperclip models agents in an org chart with roles, titles, reporting lines, permissions, and budgets, alongside human members.
- Paperclip enforces review and approval stages, approves hires, and lets operators pause, reassign, or stop agent work.
- Paperclip runs scheduled routines with cron, webhook, and API triggers, and each run creates a tracked task for the assigned agent.
- Paperclip connects services such as GitHub, Notion, Railway, or your own MCP server, with gateway actions set to Allowed, Ask first, or Off.
- Paperclip lets a task or project be marked private and shared only with named people and agents.

### How it works

Paperclip runs as a Node.js server with a React UI, in trusted local or authenticated mode. Agents are woken by heartbeats from a database-backed queue, which handles budget checks, secret injection, and skill loading. Adapters connect Claude Code, Codex, CLI agents, and HTTP/webhook bots. Agents can use your own model gateway, such as OpenRouter or Amazon Bedrock.

### Requirements

- You bring your own agents. Paperclip works with any agent that can receive a heartbeat, through supported adapters.

### First steps

1. Define a goal for the organization, such as a product or revenue target.
2. Hire the team by adding agents from any provider into roles like CEO, CTO, or engineer.
3. Review the strategy, set budgets, start the work, and monitor progress from the dashboard.

## Who Paperclip is for

- Developers running many Claude Code or Codex sessions at once who lose track of what each one does.
- Teams coordinating different agents, such as OpenClaw, Codex, Claude, and Cursor, toward a common goal.
- Operators who want agents running continuously while still auditing work and enforcing cost budgets.

### Limitations

- Paperclip is not an agent framework. It does not help you build agents, only run and coordinate them.
- Paperclip enforces budgets from recorded spend, so usage reporting delays and in-flight work can delay a stop.
- Paperclip's Agent Chat and chat/email connectors are experimental and must be enabled in instance settings.
- Paperclip export packages may still contain plain environment values and local paths, so review them before sharing.

## Paperclip FAQ

### Is Paperclip free and open source?

Yes. Paperclip's source code is on GitHub (paperclipai/paperclip) under the MIT license, so you can use it for free.

### Is Paperclip still maintained?

Yes. The paperclipai/paperclip repository was last updated on Nov 1, 2026, and the latest release, v2026.1012.0 on GitHub, came out on Oct 12, 2026.

### How popular is Paperclip?

Paperclip has 109.5k GitHub stars as of Nov 1, 2026. It gained 2.7k new stars in the week of Oct 25–31, 2026, against a 12-week average of 2.9k a week. That made it #11 among AI coding agents on the Devtoolwatch Board.

### Paperclip vs herdr: how do they compare?

Paperclip and herdr are both tracked by Devtoolwatch as AI coding agents. Paperclip has 109.5k GitHub stars and herdr has 47.1k. herdr is an open source terminal runtime for coding agents that keeps their sessions running in a background server and shows each agent's status. ### Paperclip vs Orca: how do they compare?

Paperclip and Orca are both tracked by Devtoolwatch as AI coding agents. Paperclip has 109.5k GitHub stars and Orca has 111.7k. Orca is a desktop agent development environment for running Claude Code, Codex, and other CLI coding agents in parallel, each in its own git worktree. ### What are the best alternatives to Paperclip?

Other AI coding agents on the Devtoolwatch Board in the week of Oct 25–31, 2026, by momentum: Cindy (#1), OpenMausBot (#2), Orca (#3), OpenBot (#4), Agent Reach (#5). The alternatives table above has their numbers.

### Is Paperclip open source?

Yes. Paperclip describes itself as open-source orchestration for teams of AI agents. The repository is published on GitHub under the MIT license.

### How do you use Paperclip with OpenClaw?

Paperclip connects to OpenClaw as an HTTP/webhook bot through an adapter. Paperclip then gives OpenClaw a role in the org chart and assigns it tasks. The README frames this as: if OpenClaw is an employee, Paperclip is the company.

### How do you use Paperclip AI?

Paperclip follows three steps. Define a goal, hire a team of agents into roles, then approve the strategy, set budgets, and start the work. You monitor everything from the dashboard and add tasks for agents to work on until they are done.

### Is Paperclip AI safe to let agents run autonomously?

Paperclip adds controls for autonomous agents: approval gates, revisioned config with rollback, budget hard-stops, and scoped secrets. Gateway action permissions can be set to Allowed, Ask first, or Off. Budget stops rely on recorded spend, so they can lag.

### Which agents does Paperclip work with?

Paperclip lists OpenClaw, Claude Code, Codex, Cursor, Gemini CLI, OpenCode, Pi, Hermes, Grok Build, and Kimi Code. Custom processes, HTTP endpoints, and external adapter packages can add more.
